Visa Electron is a variation of the Visa Debit Card, in that no financial institution is extending credit to the customer. That is, the customer is using the card to pay for a purchase or cash transaction with money in his or her bank account. There is a also a prepaid version of the card, which does not require a bank account.

Visa introduced the Electron to the world thirty years ago as a substitute for the version of the debit card being used in the US, Canada, Australia and Ireland. Bank regulations in those places permitted the banks administering the cards to honor a charge even if it overdrew the customer’s account. This was highly desirable on the part of the banks, which of late have been raking in hefty and highly profitable overdraft fees. Most countries of the world do not permit that practice if the customer objects to it. So the Visa Electron was launched to provide a debit card that would only operate to the extent that funds are available. It has become popular among minors and others without good credit references or ratings.

When used in the context of online gaming, the Visa Electron operates just like a regular Visa card. As it is not available in the US, the question rarely arises whether a person physically in the US can use the card to fund accounts online with casinos. Apparently the answer is yes.
